We do not know the occasion, but there is a crowd at the depot and many of them are posing on the locomotive.  LaCrosse became a major railroad center on the Mississippi River and is still a major crossroads of traffic today.

The picture is damaged but the view is wonderful.  A branchline mixed train has stopped and its crew, not in regulation passenger uniform, is posing on the edge of a Great Plains town.  An E-1 4-6-0, a boxcar and a combine coach, its markers suggesting that this train is still being made up, together perhaps the most powerful tools ever for ending the frontier in America.
