Abstract: One of the tenets of the National Incident Management System (NIMS)/Incident Command System (ICS) is using the concept of resource management which enables many organizational elements to collaborate and coordinate to systematically manage resources: personnel, teams, facilities, equipment, and supplies. Most jurisdictions or organizations do not own and maintain all the resources necessary to address all potential threats and hazards. A framework is provided on how to create resource types for organized avalanche rescue. Responding to rescues involving the avalanche hazard requires a specialized skillset to train and perform organized rescues. In the United States, the development of the professional program has created an avenue to develop resource types for mountain rescue teams. The Pro AvSAR Proficiencies and Guidelines provides a structure for teams on how to train to meet these skills. Insight is provided into the organizational structure of an organized avalanche team response. This framework can be applied to a mountain rescue team, ski patrol or any entity that has avalanche response as a part of their response portfolio. The importance of integrating NIMS/ICS concepts, the importance of standardization and the importance of common terminology are examined in this talk. A historical view is provided on what responses have looked like in the past and what they look like today. The integration of more advanced tools such as helicopters, snowmobiles, rescue dogs, recco, external beacons, rescue teams have a more complex portfolio to choose from. It is important to understand the available toolset and how to apply the correct tool for the incident.
