Abstract: In France, in case of avalanche risk, local politicians have to "prescribe measures required by the circumstances". This is the duty of legitimate consideration, in front of the need to protect the permanent and seasonal populations attending winter sports resorts. However, the avalanche risk management is difficult and few resources are provided for elected municipal services to help them effectively meet this obligation, especially in emergency crisis. Involving several forces in this field, a tool was written mainly in 2012. New and unique, it provides some key elements of method to mountain local executives. These enable them to manage the rise of an avalanche crisis, in concerted mode. Beyond the elements of knowledge about the hazard, the various themes relating to the management are discussed and documented with examples of best practices implemented in various mountain villages and great winter sport resorts. All stages of the crisis management planning are detailed, from the avalanche risk diagnosis, up to the communal organization. There are also fundamental elements on the conduct of operations to the recurrent difficulties that may be encountered that occupy an important place in this guide. These characteristics are international. Particular emphasis is placed on the essential phases of the implementation vigilance and of the alert to the population. Many examples coming from the field are also exhibited. This aims to promote the sharing of experiences, at the same time to put an end to the isolation felt by communities dealing with the avalanche.
